Four years after an earthquake hit Haiti, reconstruction is still slow. Then, there is the corruption and bribery. Some construction workers say it’s a necessary part of doing business in Haiti.But it is changing; Haiti is increasing jail terms for corruption and setting up public hotlines for whistleblowers.
