Haiti: Digicel blocks Voice over Internet Apps for Illegal Tax – Sentinel

“It’s time for us to act to protect our business, our customers and our service integrity and to ensure that the Haitian Government gets the monies it is owed.”Boute referenced as monies “owed” to the National Fund for Education FNE which, to date, has been collecting tax an estimated $8.5 million [US] per month on international calls and money transfers into Haiti. The Constitution of Haiti requires new taxes on the people to be voted into law; this was not done in the case of the FNE. Instead, days after Martelly’s inauguration in May 2011, the Haitian Head of State conspired with telecommunication’s leaders, such as Digicel’s Denis O’Brien, and others who since went out of business, to impose the tax outside of the law.Digicel’s justification for blocking VoIP apps is also one lacking transparency and has already registered incidents of corruption. via Sentinel
